People can only hold a few things in mind at once. Miller's Law explains why, and chunking is how good design works with that limit instead of against it. Here is how to apply it.
Miller’s Law is the reason a phone number is written in chunks and not as one long string of digits. It comes from a famous observation that the average person can hold only about seven items, give or take a couple, in working memory at once. The exact number matters less than the principle: human working memory is small and easily overwhelmed, and any design that asks people to juggle too many things at once will feel confusing and tiring. Chunking, grouping information into a small number of meaningful units, is how you design within that limit instead of fighting it.
Why It Matters on the Web
A webpage constantly asks the visitor to take in information: navigation options, form fields, product features, steps in a process. When any of these arrive as a long, undifferentiated list, the visitor’s working memory is swamped, and the response is the familiar overwhelmed feeling that makes people give up. The same content, grouped into a few clear clusters, suddenly feels manageable, because the brain can handle a handful of groups far more easily than a dozen loose items. Nothing about the amount of information changed, only its structure, and structure is what makes it usable.
How to Chunk Well
Chunking is not just breaking things up, it is grouping them meaningfully. A long navigation menu becomes a few labeled categories. A giant form becomes a few logical sections or steps. A wall of features becomes a small set of themed groups. The goal is to reduce the number of things the visitor has to hold at once to a small, comfortable count, which is the same instinct behind reducing cognitive load across the whole experience. Group by meaning the visitor recognizes, label each group clearly, and keep the number of top-level groups small.
Chunking Is Structure You Can See
Good chunking is reinforced visually, so the eye perceives the groups without effort. Spacing between groups, clear headings, and visual separation all signal the structure Miller’s Law relies on, which is exactly what designing for the way people scan is about. When the visual grouping matches the logical grouping, the visitor absorbs the structure at a glance and never feels the working-memory strain. When a page is visually flat, the chunks exist only in theory and the reader still has to do the grouping work themselves.
A Note on the Magic Number
The famous figure of seven items, plus or minus two, has been refined over the years, and later research suggests the practical limit for many kinds of information is smaller, closer to four reliable chunks. The exact number is less important than the direction it points: assume working memory is more limited than you think, not less. If anything, designing for four comfortable groups rather than seven is the safer bet, because it leaves headroom for the reality that your visitor is distracted, in a hurry, and giving your page only part of their attention. When in doubt, fewer and clearer groups beat more and tighter ones.
The Practical Rule
Whenever you are about to present more than a handful of items, whether menu links, form fields, features, or steps, stop and group them into a few meaningful, clearly-labeled chunks, and make those chunks visible with spacing and headings. You are not dumbing anything down, you are respecting the small size of human working memory, which is a fixed constraint you cannot design around, only design with. Fewer groups, clearly bounded, is almost always easier to use than a longer flat list.
